How to properly create a simply leader (just line with arrow / dot), how to control its size and how to plot it. Using "Append leader" command I get a leader but it is impossible to change its size and to print it with filling. Using "Construction note" command I am able to change arrow size but still can not print it with filling.
Also I want to ask how to create and use a custom arrow for a leader as it is possible in AutoCAD.

no way. You can use space in a note dialog.

PARAMS command, Symbos tab. Select the desired note:

Use As displayed for Shade plot in Plot dialog:
