ordinate dimensions only on one axis

Nanocad 21. 2D. How do you get Ordinate dimensions to work along both the x and y axis. It works fine on the x axis, horizontal to the screen, text vertical, but I cannot get it to work on the y axis. Tried changing the UCS by using 3 point and defining the x Axis as vertical on the screen but the ordinate dimensions still measure only horizontal differences. Nothing in the manual. Thank you.
