viewport 1:1 scale is NEVER exact

im using NC 5.0.2520.1471 Commercial. i have a very simple thing im trying to do and cant figure out how to do it.
my drawings in Model space are all 1:1 scale. i draw a box that is 9x3 inches.
when i go to paperspace, in my viewport, i want to have that box at 9x3 inches. i have my paperspace set to M1:1
using standard 8 1/2 x 11 paper, in landscape mode, it should fit just fine, and plot to scale. 9x3.
i cant. its always off by a little bit. other than zooming to object, i dont know any other way to get it close to scale, so its actually a 9x3 box. but its NEVER exactly 9x3.
when i close the viewport and measure in paperspace, its off by a little. never exactly 9x3.

how do i get it to view and plot at 1:1, so its exactly like i drew it. 9x3
