Scaling of Text and Dimensions in Viewports

Hi All,
I have drawn an object in model space, with dimensions and text set to the hight that I want it to print : 3.5mm.
Then set up a viewport in paper space with scale 2:1 ( doubles the size for detail view)
The dimensions and text have also scaled up 2:1.
I went to Design Settings and changed Edit | Scale Dimensions, and Edit | Scale texts both to "No" and the problem is still there.
Is there something I can do about this?

This options swich off "Symbol scale" and "Measurement scale", but not freeze text height.
The thing you want - to show text in veiwport with hight you need - is Symbol scale.
I would reccommend to give it a try.
It's a little bit different approach than annotative scales in autocad.
