Depends on your settings. Normally you should draw with real dimensions and scale when printed/plotted. Going into a drawing and finding that someone fudged the dimensions is very annoying.
To change it you can edit it in properties, look for the text section and do a "text overide"
You can explode it or turn it into text rather than a dimension.
