Does nanocad 5 has Snapang command as Autocad?
As it shows but it does not rotate the cursor.

Hello
for know all variables, type command "Setvar" and '?'.
You have :
SNAPANG <0>
SNAPBASE <0.0000,0.0000>
SNAPISOPAIR <0>
SNAPMODE <0>
SNAPSTYL <0>
SNAPUNIT <10.0000,10.0000>
Please note that there are variables which are only there for compatibility and do not behave like in Autocad.
Use UCS command for rotate Coordinate system.
