Inserting Blocks Aren't On Origin

When I go to insert a block from a separate dwg file, the origin for it is miles away even though the block was saved at the origin in its own dwg file. I am attaching two example files I created. Does anybody know what's going on? Also, is there some way to add the WBLOCK command to a toolbar?

Edit: I should have said that if I draw an object in one file, then save it as a block to a seperate file with the WBLOCK command, then the resulting dwg file can be inserted into a new drawing and the origin is where it's supposed to be. It's only when I create a new drawing, draw in it, save it, then try to insert that file into another drawing as a block that things go sideways on me.

Strange ! because when i use a new file block, that's allrigth in ECon Control Pin.dwg !
Your dwg ... full NC or created with an other CAD ?
