I have been using proE for some time now but have always missed having what Autocad call "snap from". However I recently discovered that I did have it all this time. It was hiding in the "snap by request" toolbar and is called "offset from". In the help menu there is no mention of "snap by request" and snap by request is not default selected on startup. It is a very useful drawing command and it can be added to the "snap" toolbar as per my previous post.

You can also see SnapByRequest options when use any command: use CTRL + RightButton:
