I am trying to get a title blocks on my drawings, but whenever I try to import a set layout it just creates a new empty layout. I even tried this with the layouts in AppData and this didn't work.

Hi,

what do you mean by layouts in AppData?
You can create new template file, add title blocks there, save the file in dwt format and set it as default template.
