Layer freeze function

How do I freeze a selection of turned-on layers in a given layout view so they "stick" and don't change when I go back to model space (or other layout views) and turn on and off other layers?

You should use freeze layers within the viewport, not freeze them everywhere. Turn (lamp icon) and freeze (sun icon) will affect a whole drawing, while freeze within the viewport (sun on a paper icon) affects only the selected viewport.
