Can NOT Dimension - Dialog pop-up appears

Could someone explain why I get a dialog box when I attempt to add a dimension.
It says " Notifications - Hold Ctrl to set extension line oblique. Hold Shift to move dimension text"
I am unable to select two lines to place a dimension.
It doesn't snap to endpoints nearest etc,

Hello Colm,
which command are you using to draw Dimension? When you starts Dimension Auto with preselected object - dimension will be for this object. If nothing is selected - you can use snap ( if it's turned on ) to draw ddimension.
