Deleteing Duplicate Lines 2D DXF

Does anyone know of a quick way to delete duplicate lines on a dxf drawing without having to select them 1 by 1?
i have a drawing with around 4500 lines in it when there should only be around 200, this is a problem because the waterjet cutter will cut each of these lines.
im either looking to combine all the overlapping lines together or to just delete the whole selection apart from the top visible 2D Layer.

i have tried viewing different layers to isolate them but all these duplicate lines are on the same layer.

im looking for the nanocad version of autocads "overkill" command described here >

nanoCAD Plus contains DELETEDUPLICATES command, try to use it.
