Is there a way to set up a keyboard/mouse short cut such that say left CTRL or ALT plus left mouse click is PAN, in a similar manner as the mouse wheel is now for ZOOM?

it is not possible to set both - keyboard and mouse.

If only mouse then how to pan

with mouse wheel or PAN command
