objects on off layer copying

I have a block on a layer that is turned off. I am able to select it (inadvertently) and copy it when copying a different object. Bug?

No. Lock the layer to make its objects non-selectable.

Turned off means it's invisible. Selecting something on invisible layer is not a correct behavior to my mind.

Thanks. Former AutoCAD user getting use to NanoCAD. "Off" means not visible or selectable in ACAD. I will use Lock/Un-lock. Thanks again.
