On Nanocad Plus 8, How can I import a georeferenced geotiff file with its tfw world file?

Yes, you can.
Note that georeferencing should be turned on:

I also have boundary files in KML how can I import those?

what about importing SHP files if I convert the kml?

nanoCAD supports only .tif, .tiff, .bmp, .jpeg, .jpg, .png and .pcx image files.
